Does anyone know what the deal is with these replacement fender flares (the plastic portion of the fender, not the metal, and not the add-on flare/molding):

Part # is 15912633 for the front left flare. These are only $99 each vs the primered one (15852185) which is $314. The diagram shows both as #1 which is the actual flare (what most would call the fender, but GM calls just the metal portion the fender and the plastic part the flare, and what everyone calls the flares (add-on) GM calls the molding (part 10 in the diagram).
I sent an email to gmpartsdirect.com but haven't heard anythnig back from them yet. I'm wondering if those two parts are the same overall part and it's just that one is primered and the other is either not painted at all and just the bare black plastic or if it's actually painted black. I don't care if it's already primered or not (and I don't think it should be $200 more just for a coat of primer). I mostly don't want to be ripped off for a molded piece of plastic that costs as much as an entire door.
