A/c dryer strap.

So I got my hummer back today after getting some a/c work done. Was told they were going to replace the dryer, condenser, compressor and exp valve. Looks to me they didn't replace the condenser but did do the dryer. My question is how pissed should I be that they just cut the strap that holds the top of the dryer to the condenser. I'm not sure why they just cut it and didn't loosen the screw? In my opinion if they half assed this what else did they cut corners on. Or am I wrong on how the dryer should come loose from the condenser. On a side note the a/c is back to blowing cold again

Usually only replace the entire system if the compressor comes apart and debris is suspected throughout the system. What did the repair order specify?
