It is a Tuff bar made in Toowoomba. This bar and the Blacks Toyota copy have virtually replaced ARB bars from Toowoomba to Roma. Sorry if that sounds double dutch to the US boys but the Queenslanders will understand and yes, it is an ally bar!

I've seen that railing on the sides of some large bridges to keep tourists from falling off.
Pretty sure this one came from the Hoover dam bridge......
