I'd get a 12 volt DC charger for the laptop. It is much more efficient than producing 110 VAC which the laptop charger will convert back to DC to recharge and run the laptop.

If you really need an inverter for other things that only run on AC power then get a high quality pure sine wave inverter somewhere with a good return policy. The higher quality units won't produce as much noise as the super cheap ones. Before you leave the parking lot test the inverter and CB for compatibility.

If the noise goes away when the inverter is off and comes back when the inverter is on then it is noise for the inverter although switching radios might help the easiest fix is to stop using the inverter and CB at the same time.
